Strategic Level
At this level, we will find the Consortium’s arbitration bodies who shall decide on political and strategic orientation of the project. On one hand, a Supervisory Board in charge of the overall QcityProgramme of Activities and on the other hand the European Commission who has a direct interest as a major investor in the project. Every major decision has to be approved through these bodies.
Supervisory Board
Activities
The Supervising Board will be responsible of the “Programme of activities” and “Plan for use and dissemination” who can be changed only after the approval of its members. The Board will also be in charge of the whole consortium’s budget and the financial allocation of the European Commission’s contribution between the various activities on one hand and between the various contractors on the other, with an annual validation of the realised expenditure in accordance to the budget. Inclusion of a new partner or exclusion of a participant belongs also to the decisions that have to be taken.
Members
Acoustic Control will chair the Supervising Board composed by Accon, APT, Amec Spie Rail, Goodyear and TNO, all together being collectively entitled to carry out most of the contractual tasks related to the implementation of the EC Contract and the project. Any expert or qualified person may be invited to attend meetings in an advisory capacity.
Organisation
Meetings will take place at least twice a year, or upon written request of any contractor in case of emergency, upon request of the executive committee.
The European Commission & the Supervising Board could also identify knowledge that could be the subject matter of protection, use or dissemination by decision of the Executive Committee, based on contemplated publications and activity reports issued by subprojects. Strong interactions and communications will be expected to occur between the Day-to-day management Team in charge of the general Secretariat of the project.
Advisory Boards
They are mainly a scientific and user representative consultative body that evaluates the programme of activities of the project as well as the results obtained.
Activities
The identified groups guide the overall expertise of the project, providing as well a view of the world-wide State of the Art to the project applications.
Members
Outside independent experts recognised for their expertise in the field of the research and appointed by the Strategic arbitration bodies and the Supervisory Board will compose this council.
Organisation
Meetings shall occur in the presence representative of the Executive Committee at least once a year
